Yellow Mark It's up on a wall above the walkway you'd take to climb the structure. Climb the cliff face to the right of the tower behind it until you are the top room of the ruined tower. Jump to the worn-down wall and again to a jutting ledge beyond it.

From there you can jump down to the ruined wall the artifact spawns on. Once you're on it, RP walk carefully to the artifact. It is sandwiched between 3 rocks. The glow will give it away.
